A garden room gives you a separate space to work, exercise or sit without extending the house. Because it is a standalone building, the disruption is far lower than an extension and the house carries on as normal while it goes up.

A garden room needs a level, load bearing base, usually concrete or a piled system, not paving slabs. Power is run from the consumer unit in armoured cable buried at the right depth. Insulation in floor, walls and roof is what makes it usable in January.
Most garden rooms fall under permitted development if they stay under the height limits, sit at least two metres from the boundary where they are over 2.5 metres tall, and are not used as separate living accommodation. Sleeping in one changes the rules.

Most take three to six weeks. The base takes the first week and needs time to cure, then the structure goes up quickly once it starts. Wiring, insulation and internal finishing take the rest. Wet weather mainly affects the groundworks stage.
Yes, provided it is insulated and heated properly. Insulation in the floor, walls and roof, decent glazing and a small heater or electric panel will keep it comfortable through winter. Thin uninsulated buildings are the ones that end up unused from November.
It can, but it needs drainage running back to the existing system, which adds cost and digging. Where that is straightforward it is well worth doing. Where the garden slopes away from the drains, a pumped waste system is usually the answer.
